To provide skilled, professional construction project quality assurance to ensure compliance with contract documents.

Essential Functions

Conduct daily observation of construction work for compliance with approved contract drawings, specifications, Requests For Information (RFIs), Change Orders, and approved submittals and shop drawings. Issue Observation Reports noting conditions of non-compliance, with proper references to detailed drawings and specifications sections. Project portfolio: Typically 1-3 projects, average value 50M - 100M. Attend early morning, evening, or after-hours installations (ex: concrete pours) requiring owner representation. Flexible hours required for construction observations. Maintain and organize on-site project documentation, including inspection and test reports, RFI's, Architect's Supplemental Instructions (ASIs) documents, project change control documents, etc. Review and confirm/modify/approve monthly contractor Payment Applications. Survey construction progress to confirm percent complete by trades. Coordinate and monitor material testing, air balance testing, and systems testing. Monitor Commissioning process, including equipment testing, functional performance tests and building integration of inter-related systems. Monitor deficiency logs to assure follow up of re-testing and system performance. Assist the Resident Construction Manager (RCM) in resolving construction issues involving architectural, civil, structural, plumbing, electrical, and mechanical issues. Draft Field Directives and Field Orders for RCM approval where needed to expedite the work and document direction given to contractor. Confirm pricing with R.S. Means or other specified cost estimating tools. Attend Pre-Construction meetings and regular onsite construction meetings. Facilitate pre-installation meetings between contractor and subcontractors prior to start of roofing, glazing, pre-cast panels, curtain wall, waterproofing, foundations, structural framing, and other systems as required by specifications. Coordinate with campus facilities and operations when utility outages, noise control, traffic control or security are required by the work. Attend pre-outage planning meetings. Monitor project close-out procedures, including O and M manuals, as-builts, punchlists, and warranty walk-through. Issue punchlists for above ceiling, open wall and Substantial Completion inspections, and revisit to confirm completion of deficiencies. Monitor and document job site safety, Storm Water Pollution Protection Plan (SWPPP) Best Management Practices and posted notifications, and follow-up on correction of noted non-compliance by contractor. Maintain SWPPP and Safety inspection files. Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions. Interface with and provide support to users and campus operations, architects, engineers, contractors, utilities, regulatory agencies to assist with resolution of conflicts. Other duties as assigned.

Required qualifications

High school diploma. Minimum of 10 years of experience in highly complex commercial or institutional construction. Technical certification, licensure, or apprenticeship in one or more building trades required.

 Assist with oversight responsibility of U. T. System Systemwide Compliance Program with emphasis in health care compliance. Assist with providing U. T. compliance programs training to clarify duties and responsibilities for ensuring ethical and legal behavior and compliance with each institution's Code of Conduct. Assist in developing Systemwide policies to ensure compliance programs across U.T. institutions meet Federal Sentencing Guidelines requirements. Assist in policies, procedures, and compliance program development to ensure appropriate monitoring, auditing, program evaluation, and U. T. System's compliance with law and ethical standards. Develop and assist with maintaining a knowledge base of essential compliance issues such as, advisory opinions or fraud alerts from the U.S. Department of Health and Human Services' Office of Inspector General (OIG), and the Centers for Medicare and Medicaid Services. Ensure an effective system to solicit employee questions, provide compliance-related advice, and to complete good faith reports of suspected misconduct without fear of retaliation, with the System to include appropriate follow-up.  Review and evaluate WCI claims for compensability, liability, and medical utilization to ensure cost effective claims management. Establish appropriate reserves and adjust as necessary for the life of the claim. Investigate new claims by interviewing injured workers, witnesses, supervisors, and healthcare providers to make compensability determinations. On-site accident investigations are conducted as necessary. Communicate with claimants, institutions, healthcare providers, legal representatives, Texas Department of Insurance, contracted vendors, and other governmental entities on claim related issues. Represent UT System at administrative hearings before the Division of Workers' Compensation and other legal proceedings. Develop and supervise employees to enhance the effectiveness of all office functions. Coordinate activities and provide WCI training for departmental and institutional personnel.

 Required qualifications
 
 High school diploma or GED equivalent with a minimum of five years workers' compensation experience.  Preferred Qualifications
 Master's degree with more than ten years of related professional experience. Project Management Institute Project Management Professional certification. Successful experience in implementing registration and billing systems (clinics and/or hospitals), electronic medical records (clinics and/or hospitals), contract and grant systems (pre-awards and/or post-awards), clinical trials management system, revenue cycle operation systems (e.g., front and/or back end), and/or charge capture automation systems. Experience with PeopleSoft ERP suites.   Experience managing projects across multiple university institutions.

 To administer web servers, provide support to web designers and developers as well as web publishers.  This position will be primary on some web services and backup the primary on others.
 

 
 Essential Functions
 
 Web administration - Install, configure and maintain web servers, research new web technology and applications.  In some cases this position will be primary and for others, it will back up the primary. Web support - Assist web developers and designers with the technical aspects of their applications.  Test and install modules and work with designers to identify modules that would be useful in the environment. Web development - Write or modify php code for modules. Training - Develop training materials when new technology is implemented. Train publishers on the use of web tools. Will include online training, in person and audio only methods. Lead web-related projects.

 Required qualifications
 
 Bachelor's degree and one year of experience in information technology or high school diploma or GED and five years of such experience. Experience providing 24-7 response support for IT environment. Training experience in business application usage. Experience administering web servers (IIS and Apache) and Microsoft Windows servers. Experience with html and php code and standards, Drupal 6 administration experience.
 
 

 
 
 
 Preferred Qualifications
 Windows 2008 and IIS 7 experience, experience administering Drupal 7, experience writing and editing Drupal modules, experience with .net applications, knowledge of web traffic analysis, knowledge of accessibility practices and standards. Training experience in business application usage. Experience leading major software initiatives for diverse customers.
